Facilitating Stakeholder Engagement for Public Finance Transformation

A municipal finance department was tasked with contributing to the UAE Ministry of Finance’s transformational projects aligned with the ‘We the UAE 2031’ vision. The programme, led by the national finance ministry, aimed to introduce digital consultation tools, streamline bureaucracy and improve budget preparation methodologies.

Arband Partners supported the department by designing and implementing a comprehensive stakeholder engagement strategy. We mapped internal and external stakeholders, developed digital feedback collection tools and facilitated workshops to gather frontline insights. Our team synthesised the findings into a set of actionable recommendations, which the department submitted to the national ministry as part of the reform process.

The department’s input was instrumental in shaping the final reform measures, particularly those related to digital consultation and frontline service delivery. Staff engagement and satisfaction improved and the department has since adopted the engagement model for other transformation initiatives.
